foresterさんのご質問のペトリ７のシャッターですが、画像が見つからない物でほとんど同じであるペトリ３５F２．８についているカーペルMXVですが参考になればと思いアップします。
１／３０ではスローガバナーは確かキャンセルされます。１／１５からスローガバナー使用であったと思います。
なんでなのかな？と思います。部品の変形などが関係ありそうな気がしますが？一部のシャッター速度のみ速度が違う場合はどこかしらの部品の変形を疑った方が良いと思います。又はシャッターリングの削れなどが発生しているのかな？とか思いますが？

まとも？な奴と比較してみたり速度リングも交換してみたのですが症状は改善されませんでした。１/30限定の症状なので組み立てます。

先ほどまでまさにこのカメラを整備していました。このシャッターの写真の
上にあるアームのバネが外れていて、バルブが駄目でした。バネを掛けたら
ちゃんと動作するようになりました。このシャッターはプロンターのような
また違うような変わった構造ですね。作動はわかりやすいですが。
